Well, lets say drawing is not about time, but about love.
Enjoy the time you spent sketching, inking, painting whatever. If you truly enjoy that, you'll grow your skills rocket fast!
Don't practice thinking about "it could be better". But think about how good you feel drawing it, that suddenly you will see how much your skills have improved.
All artists, specially the uber good ones says that "practice it all the time and you'll get there before you even realize it". Its basically all about practicing, but to do it all the time, you better like doing it hahaha

I draw since i'm 10, but I only really improved after I decided to take risks and draw all the time. Then in 2 years I evolved much more than I could ever think of. And all by my own. Maybe in a school, or living in a country where art education is more accessible would help.

But still, it doesn't matter the condition around you, if you enjoy it, the universe will make it work for you
Besides, you already have a great knowledge in photoshop/illustrator i guess and that will really speed up things! (When I started, I really knew nothing of it)

Something that really helped me tons was to watch Livestreams. There great artists show many tips that help you to understand where you need to start working.

I keep on following the artists I love more on twitter so that when they start livestreaming, jump in there right away.
